Calnex SNE: Packet Reorder by Distance doesn't work at low packet rates

In the Web UI (firmware versions 11, 12, 13 and 14) Packet Reorder by Distance does not reorder the correct number of packets when the packet rate is lower than 1,000,000 packets per second.
Packet Reorder by Time does work at lower rates, however.
