Paragon-neo/100G: CalnexRest wrapper utility functions

The calnexRest wrappers include utility functions and expanded capability that makes it easier to interface with the instrument and achieve common tasks.

As these commands contain multiple steps and logic, and do not relate to a single action, they are not recorded by the on-instrument script recorder function.

The wrapper itself includes docstrings for all utility functions containing further information about how to use them.
